Breathe Cities Lead - Colombia
Santiago provides the overall strategic and programmatic direction to ensure the successful delivery of Breathe Cities in Colombia.

Santiago has over 12 years of expertise in air quality, climate change, and regulatory affairs. He has worked with prominent Colombian government institutions and in international cooperation. Prior to joining the Clean Air Fund, he worked with the Swiss Cooperation Program’s Climate and Clean Air in Latin American Cities (CALAC+), preparing the enabling policy and regulatory conditions to reduce black carbon emissions in Chile, Colombia, México and Perú, with a focus on mobile sources.

In previous roles with Colombian government institutions, Santiago served as an expert in high-profile air quality cases in the oil, gas, and mining sectors and participated in technical discussions to update Colombia’s air quality regulations. He also reviewed congressional law drafts on air quality and climate change. Santiago holds a Master’s in Environmental Law, a B.Sc. in Chemistry, and advanced certifications in Air Pollution Control and Climate Change Inventories.
